The main objective of the eCommunications Sector Capacity Building Program is the development of the Information and Communication Technology (ICT) sector, which is regarded a sector of strategic importance for economic growth and catalytic for the improvement of the quality of life. The Program aims to support the challenging role of the National Regulatory and Relevant Policy Making Authorities in Southeast Europe (SEE) and especially in the Western Balkans Countries (WBC) and to promote regional collaboration on ICT issues between all institutions involved in the sector (Ministries, Government-owned Organizations, NGOs, Research & Educational Institutions).
The eCommunications Sector Capacity Building Program includes executive training services, benchmarking reports and transfer of know-how in the ICT sector. The Program will facilitate the development of essential soft infrastructure concerning the regulatory and legislative framework in the Western Balkans and also will promote awareness raising for the citizens in these countries for the benefits and the potential risks related to the use of new technologies. The ultimate goal of the Program is to underpin the acceleration of the liberalization processes of the electronic Communications environment in the region and the smoother adaptation of their markets to European Union standards. Additionally, the eCommunications Sector Capacity Building Program will contribute to achieving a deeper understanding and a wider availability of access to the new technologies and to the successful convergence of the WBCs with the EU. In this context, the Program is, indeed, a horizontal sector-based action that serves directly the goals of the Stabilization and Association process of these countries with the EU in the sector of the Information Society in accordance to their needs and priorities, as they are recorded in the latest Progress Reports published by the European Commission.
The eCommunications Sector Capacity Building Program aspires to develop a dynamic and continuously developing electronic space, which offers on-line and on-site technical support, training and education according to INA Academy’s standards of operation. INA Academy also participates in the Program of the International Telecommunications Union (ITU) “Centers of Excellence” and is a member of the Program’s Steering Committee for Central and East Europe since 2003. Indeed, the eCommunications Sector Capacity Building Program has been shaped through direct consultation with representatives of the National Regulatory Authorities (4th Regulatory Brainstorming Session, 17 April 2007, Belgrade, Serbia), while its content and its quality have been evaluated and pre-approved by the ITU. The activities included in the Program are also in line with the Memorandum of Understanding signed by SE European Governments on the development of Broadband in SEE and the related Action Plan, in force since 24 May 2007.
